1. Meaning and Need for Rural Development
- Rural development is a comprehensive term focused on improving areas that are lagging behind in the overall development of the village economy.
- It includes human resource development such as literacy, female literacy, education, skill development, health, sanitation, and public health.
- It also includes land reforms, development of productive resources, and infrastructure such as electricity, irrigation, credit, marketing, transport, roads, and communication.
2. Rural Credit System and NABARD
- A major change in rural credit occurred after 1969 when India adopted social banking and a multi-agency approach.
- The institutional structure of rural banking consists of commercial banks, regional rural banks, cooperatives, and land development banks.
- NABARD was set up in 1982 as an apex body to coordinate institutions involved in rural financing.
3. Agricultural Marketing System
- Agricultural marketing is a process that involves assembling, storage, processing, transportation, packaging, grading, and distribution of agricultural commodities across the country.
- Before independence, farmers often suffered from faulty weighing, manipulation of accounts, and low prices due to lack of market information.
- More than 10 per cent of goods produced in farms are wasted due to lack of storage.
4. Diversification of Rural Livelihoods
- Diversification has two aspects: change in cropping pattern and shift of workforce from agriculture to allied and non-agricultural activities.
- The need for diversification arises because depending only on farming involves high risk.
- Many agricultural jobs are concentrated in the Kharif season, while employment becomes difficult during the Rabi season in areas with inadequate irrigation.
