What is the CBSE grading system for Class 10?

In the Class 10 Board exam, CBSE puts every student who passed a subject in rank order and gives A1 to the top eighth, A2 to the next eighth, and so on down to D2; E means Essential Repeat. So there is no fixed marks range for A1 in the Board exam — it depends on how everyone else scored. The fixed bands (91–100 = A1, 81–90 = A2 …) are the scale schools use for Class 9.

No. The current CBSE scheme gives letter grades only — positional grades in the Class 10 and 12 Board exams, fixed-band grades in Classes 9 and 11 — with no grade points and no CGPA. Grade points are used by universities, as in the university scale here.
