Meaning and Purpose of Budget

  • A government budget is an annual accounting statement of item-wise estimates of expected revenue and anticipated expenditure for a new fiscal year
  • Budget period is typically one year (April 1 to March 31 in India)
  • Must be approved by elected representatives (Lok Sabha, State Assembly, etc.)

Types of Budget

  • Balanced Budget: Total estimated expenditure = Total estimated income
  • Deficit Budget: Total estimated expenditure > Total estimated income
  • Surplus Budget: Total estimated expenditure < Total estimated income
