- It gives the people’s representatives a forum to debate, question and control the government.
- It ensures that the executive does not become arbitrary or turn into a Cabinet dictatorship.
- It controls taxation, budget and expenditure.
- It represents the different views of people from various regions and social groups.
- It makes it possible to choose and dismiss the government.
So, even if ministers are elected, a legislature is necessary for accountability, discussion, representation and control in a democracy.

- Shama argued that experts should be nominated in the second chamber. I agree. The chapter says nominated members in the Rajya Sabha can come from literature, science, art and social service. Such experienced persons can contribute useful views and advise the Lower House.
- Tridib said that if a country is not a federation, then there is no need to have a second chamber. I do not fully agree. Federation is one reason for a second chamber, but not the only one. A second chamber is also useful in a large and diverse country because it gives representation to different regions and sections and makes laws go through reconsideration.

3Why can the Lok Sabha control the executive more effectively than the Rajya Sabha can?Show solution
- The Council of Ministers is responsible to the Lok Sabha.
- The Lok Sabha can pass a no-confidence motion and dismiss the government.
- It controls the money and budget more directly; money bills can be introduced only there.
- It is directly elected by the people, so it has the authority of popular mandate.
- The Rajya Sabha can criticise and question the government, but cannot remove it.
Therefore, the Lok Sabha has greater control over both the government and finances.

- Through questions, debates, motions and walkouts, members express public anger or support.
- It represents the views of the people because it is directly elected.
- The chapter says the legislature is the most representative organ of government.

- Attendance should be made compulsory for members of Parliament. I agree. Many important discussions are weakened by absence and low participation. If attendance improved, debate would become more meaningful and control over the executive stronger. The effect would be better representation and more effective functioning.
- Speakers should be empowered to penalise members for interrupting the proceedings of the House. I agree. Frequent interruptions, walkouts and disorder waste time and reduce Parliament’s effectiveness. Stronger powers for the Speaker would help maintain order and dignity. The effect would be less disruption and more productive business.
Overall, these suggestions would likely make Parliament more efficient, disciplined and effective.
