2Which of the options given below cannot be used to complete the following statement?
Democratic countries need a constitution to
Show solution
The statement asks what democratic countries need a constitution to do. The book says constitutions are needed to check government power, protect minorities, ensure long-term vision, and bring social change peacefully. Bringing independence from colonial rule is a reason for having a constitution in a colonised country, but it is not one of the general purposes listed here for democratic countries. So the option that cannot complete the statement is iii.

3The following are different positions about reading and understanding Constituent Assembly debates.Show solution
The statements can be grouped like this:

- Relevant even today: (c). It says that our present world has not changed totally from the time of the Constituent Assembly, and that the debates can still provide reasons for why certain practices are important. It also says that in times of challenge, not knowing the reasons can destroy constitutional practices.
- Not relevant today: (b). It says the conditions and challenges today are different from the time when the Constitution was made, so using those ideas now is like bringing the past into the present.
- (a) does not directly argue about relevance of the debates; it argues that common people may find the legal language too difficult.

I agree with (c) because the Constitution is a living document, and many present constitutional disputes need the original reasons and principles behind the provisions. The debates help us understand those reasons and defend constitutional values when they are questioned.

4Explain the difference between the Indian Constitution and western ideas in the light ofShow solution
The Indian Constitution differs from western ideas in these ways:

### a. Understanding of secularism
Western secularism usually means strict mutual exclusion of state and religion: the state stays away from religion, and religion stays away from the state. In India, secularism means principled distance. The state may intervene in religion to remove untouchability or other unjust practices, and may also help religious institutions, such as by giving aid to their educational institutions. So, Indian secularism is not strict separation but balanced intervention for freedom, equality, and social justice.

### b. Articles 370 and 371
Western federal systems like the American model are usually more symmetrical. The Indian Constitution is asymmetrical: it gives special status or special provisions to some regions, such as under Articles 370 and 371. This shows that Indian federalism adjusts to the special needs of different areas instead of treating all units identically.

### c. Affirmative action
Classical western liberalism usually stresses equal rights and does not always give special measures to disadvantaged groups. The Indian Constitution combines equality with social justice through reservations and other special measures for Scheduled Castes and Scheduled Tribes. So equality in India is not only formal; it includes special support to correct historical injustice.

### d. Universal adult franchise
In many western democracies, the vote was extended to women and working classes only after long struggles. India accepted universal adult franchise from the beginning, with faith in the common people. This was a major democratic step and a strong expression of the idea that every adult citizen should have a vote.
