Federalism

The Union and the States should have clearly defined powers, but States should get more authority in subjects closely affecting daily life, such as public order, local development, and health. The Centre should keep powers over defence, foreign affairs, currency, and national planning.

b. Distribution of financial resources:
The States should get greater and more independent sources of revenue. Financial relations should be fair and transparent, and grants from the Centre should not be used to discriminate against States ruled by opposition parties.

c. Methods of resolving inter-State disputes:
Inter-State disputes should be settled by an impartial judiciary, but political and boundary disputes should preferably be solved through negotiation and mutual understanding. River-water disputes need cooperative arrangements and timely tribunals.

d. Appointment of Governors:
Governors should be appointed in a truly non-partisan way. They should not act as agents of the Centre, and their role should be limited and clearly defined so that they do not interfere unnecessarily in State politics.

These changes would make federalism more cooperative and balanced.

The best basis for formation of a State is administrative convenience.

- A State formed only on the basis of common language, religion, or even economic interests can create new conflicts or demands for further division.
- The chapter says that States have been reorganised mainly on the basis of common cultural and linguistic identity, but it also shows that administrative efficiency is an important reason for creating new States, such as in 2000 when some larger States were divided.
- Therefore, administrative convenience is the most practical basis.

So the correct option is d.

If Rajasthan, Madhya Pradesh, Uttar Pradesh and Bihar were combined into one State simply because most people there speak Hindi, it would not fully be in tune with the idea of federalism.
