IAS & IPS Salary 2026 — Level-wise Basic Pay, In-hand & Perks

IAS and IPS officers start on Junior Scale — pay Level 10 (₹56,100 basic) — and rise through the scales to Apex (Level 17, ₹2,25,000) and Cabinet Secretary (Level 18, ₹2,50,000). Basic pay is the fixed 7th CPC entry cell. In-hand is an estimate assuming Dearness Allowance at 60% (effective January 2026), HRA at 30% (X-class/metro city) and standard NPS and other deductions; it varies with city class and the current DA rate. Levels 17–18 are fixed pay (no HRA). Non-cash perks (residence, staff, vehicle, security) are significant and not reflected in these figures.

An IAS/IPS officer typically enters at Junior Scale (Level 10), reaches Senior Time Scale in about four to five years, and progresses through Junior Administrative, Selection and Super Time scales with service and empanelment. The very top posts — Chief Secretary and DGP (Apex, Level 17) and Cabinet Secretary (Level 18) — carry fixed pay. Entry is through the UPSC Civil Services Examination.
