3. 73rd Constitutional Amendment and Panchayati Raj

  • The 73rd Constitutional Amendment Act deals with rural local self-government and added Part IX to the Constitution.

  • Panchayati Raj has a three-tier structure: Village Panchayat at the base, Panchayat Samiti in the middle, and Zila Parishad at the top.

  • Each village with a population of 200 or more has a Gram Sabha.
  • A Gram Sabha may also be formed for a cluster of villages with a smaller population.
  • It consists of all eligible voters in the area.
