1. Meaning, Role, and Decline of the Legislature

  • The legislature is regarded as the paramount organ through which the will of the state is expressed and carried out.
  • It is called the mirror of the nation because it represents popular will.
  • Its main work includes law-making, deliberation, financial control, supervision of administration, and discussion of public grievances.

2. American Congress: Structure and Membership

  • The federal legislature of the USA is called Congress.
  • Congress has two Houses: the Senate as the upper House and the House of Representatives as the lower House.
  • The Senate has 100 members, two from each of the 50 states.

3. Powers and Working of the US Congress

  • A bill may be introduced in either chamber of Congress, except a revenue bill, which must start in the House of Representatives.
  • The House and Senate pass bills by simple majority of members present and voting.
  • If both Houses pass different versions of a bill, a conference committee resolves the differences.

4. Indian Parliament: Structure and Composition

  • The Indian Parliament is bicameral and has the President, the Rajya Sabha, and the Lok Sabha.
  • The President is an integral part of Parliament but is not a member of either House.
  • The Rajya Sabha is the upper House and represents the states.
