Local Governments

- Village panchayats as self-government are strengthened when decisions are taken by the villagers themselves and local needs are respected.

a. Steel plant and Gram Sabha resolution
- This strengthens the panchayat.
- The Gram Sabha is asserting that villagers must be consulted and their grievances heard before a big project is set up.
- This shows local participation and protection of local interests, which are essential for self-government.

b. 20% expenditure through panchayats
- This strengthens the panchayats.
- Giving panchayats a fixed share of expenditure means they get real responsibility and financial power.
- Self-government needs both powers and funds.

c. Government refuses funds for school building
- This weakens the panchayat.
- The panchayat is unable to decide its own priorities because the officials say money can be used only for pre-decided schemes.
- This reduces panchayats to implementing agencies.

d. Village divided and removed from records
- This weakens self-government.
- A village panchayat should be a stable local unit, but here the government changes its existence without local choice.
- This shows excessive control from above.

e. Village panchayat revives ponds and wells with youth
- This strengthens the panchayat.
- The panchayat is solving a local problem through collective action and local initiative.
- This is a good example of self-help and decentralised development.

Any five powers with justification:

1. Local planning and development
- Panchayats should plan village development works like roads, water supply, sanitation and housing.
- Local people know their needs better, so planning becomes more relevant and practical.

2. Implementation of welfare schemes
- They should execute schemes for poverty alleviation, health, education and welfare.
- This brings the government closer to the people and improves participation.

3. Management of natural resources
- Panchayats should manage ponds, wells, minor irrigation and village commons.
- Local control helps protect resources and solve problems like water scarcity.

4. Primary education and adult education
- They should supervise primary schools and literacy programmes.
- Education needs local support, and panchayats can ensure regular monitoring.

5. Public health and sanitation
- Panchayats should maintain cleanliness, drains, drinking water and basic health services.
- These are everyday local needs and can be handled more efficiently at the village level.

Other suitable powers from the chapter include markets and fairs, roads, rural electrification, women and child development, and welfare of weaker sections.

According to the 73rd Amendment:

- One-third of the seats in all panchayat institutions are reserved for women.
- Seats are reserved for Scheduled Castes and Scheduled Tribes in proportion to their population.
- States may also provide reservations for Other Backward Classes (OBCs).
- These reservations apply not only to ordinary members but also to Chairpersons/Sarpanchs/Adhyakshas at all three levels.
- One-third reservation for women is also applicable within the SC/ST/OBC reserved seats.

How this changed leadership at the village level:
- A large number of women entered local bodies.
- People from Dalit and Adivasi communities got a stronger presence in leadership.
- The social profile of panchayats changed, making them more representative of village society.
- Many women became Sarpanches and Adhyakshas, which increased women’s participation and confidence.
- Dominant groups no longer controlled local bodies as completely as before.

The main differences were:

- Before the 73rd Amendment
- Local government was only a State subject and was mentioned in the Directive Principles, so it was non-justiciable and advisory.
- Many States had weak or irregular local bodies.
- Elections were often indirect, and sometimes delayed or postponed.
- Local bodies had limited powers, limited funds and depended heavily on State government.
- In many places, elected bodies were dissolved and run by government officers.

- After the 73rd Amendment
- Panchayati Raj got constitutional status.
- There is a uniform three-tier structure in all States.
- Direct elections are mandatory.
- Panchayat bodies have a five-year term, and fresh elections must be held within six months if dissolved.
- There are reservations for women, SCs, STs, and optionally OBCs.
- 29 subjects were listed for transfer to panchayats.
- States must appoint a State Election Commissioner and a State Finance Commission.

So, after the amendment, local government became much more democratic, regular and constitutionally protected.

The conversation raises an important issue about democracy and decentralisation.

Reservations for women in local bodies are necessary because equality in law does not automatically become equality in practice. For a long time, women were excluded from political power. Reservation gives them a real chance to enter decision-making bodies and speak for their interests. It also helps more women gain confidence and experience in public life.

Neha is right that representation alone is not enough. If local bodies do not control enough funds, women representatives cannot do much for women’s welfare. So the budget should include proper provision for drinking water, sanitation, health, education, safety and employment opportunities for women.

Jayesh’s view is not correct. If we leave everything to the idea that the local body will automatically care for everyone, the needs of weaker groups may be ignored. In real society, dominant groups often control power. That is why reservations and separate attention to women’s needs are needed.

Thus, local government should be inclusive, powerful and accountable. Women’s participation must be meaningful, not symbolic. The success of democracy depends on giving power to those who were denied it earlier.
