  • Self-governing village communities existed in ancient India in the form of sabhas.
  • Panchayats originally meant an assembly of five persons.
  • Elected local government bodies were created after 1882 under Lord Rippon; they were called local boards.

3. The 73rd and 74th Constitutional Amendments

  • Local government institutions were accorded constitutional status in 1993.
  • The 73rd Amendment deals with rural local governments or Panchayati Raj Institutions.
  • The 74th Amendment deals with urban local government or Nagarpalikas.

4. Three-Tier Panchayati Raj Structure

  • All States now have a uniform three-tier Panchayati Raj structure.
  • The base tier is the Gram Panchayat.
  • The intermediary tier is the Mandal, also called Block or Taluka Panchayat.
