1. Meaning and Types of Executive

  • Executive is the branch of government responsible for implementing laws and policies and for daily administration.
  • Every formal organisation needs a body that takes decisions and another body that carries them out.
  • The political executive includes the Prime Minister and ministers who take major policy decisions.

2. Parliamentary Executive in India

  • The Constitution adopts the parliamentary system for both Union and State governments.
  • At the Union level, the President is the formal head of the state and the Prime Minister and Council of Ministers run the government.
  • At the State level, the Governor, Chief Minister, and Council of Ministers perform similar roles.

3. Prime Minister and Council of Ministers

  • The Council of Ministers cannot exist without the Prime Minister.
  • The Prime Minister must have the support of the majority in the Lok Sabha.
  • The President appoints as Prime Minister the leader who has majority support.

4. Bureaucracy and Permanent Executive

  • The permanent executive is the bureaucracy or administrative machinery.
  • Civil servants are trained and skilled officers who help ministers formulate and implement policy.
  • The bureaucracy must be politically neutral and professionally competent.
