From 1853 onwards, appointments for Civil Services were done through competitive examinations instead of direct appointments by company directors. This was a significant reform that introduced merit-based selection. 1801 was when Fort William College was opened, 1773 was the Regulating Act, and 1858 was when the Crown took over from the Company. However, these competitive exams did not benefit Indians much as the British continued to doubt Indian efficiency and gave them only lower-grade positions.

Ryotwari System

Alexander Reed first implemented the Ryotwari System in Baramahal region in 1792. Later, Thomas Munroe implemented it in Madras and Mysore regions in 1801. Under this system, the tiller was recognized as the land owner and dealt directly with the British government. The Permanent Zamindari System was implemented by Lord Cornwallis in Bengal, the Mahalwari System was used in North India, and Dual Government referred to the administrative system in Bengal after 1765. The Ryotwari system aimed to eliminate intermediaries but still heavily taxed farmers.

Lord Macaulay

Lord Macaulay, as Chairman of the Committee on Education, submitted the report in 1835 that became the foundation of modern education in India. His policy aimed at creating 'a new class of Indians who were Indian by body but British in intelligence, opinion and taste.' Charles Wood's Commission came in 1854 and established universities, Warren Hastings started traditional institutions, and Lord Bentinck supported Macaulay's appointment. Macaulay's report introduced English medium education and Western learning in India.

Wood's Commission (1854)

Charles Wood's Commission in 1854 recommended establishing universities in Calcutta, Bombay, and Madras. Lord Dalhousie implemented these recommendations, leading to the universalization of education in India. Macaulay's Committee (1835) focused on English medium education policy, Peel Commission (1857) dealt with military reforms, and Hunter Commission (1882) came later for education review. Wood's Commission was crucial for higher education development and created the foundation for university education in colonial India.
