Before the Hindi-Urdu controversy of 1900, Urdu was the court language in United Provinces (now Uttar Pradesh). All petitions to offices and courts were submitted only in Urdu. English became important later but wasn't the court language then. Persian had been replaced by English in courts earlier during British rule.
