  • Established under Article 280 of the Constitution.
  • Appointed every five years by the President to recommend distribution of financial resources between Centre and States.

  • Established under Article 338 of the Constitution.
  • Originally a Special Officer (1950), later replaced by a multi-member commission in 1978.
  • Became a constitutional body after the 65th Amendment; further strengthened by the 89th Amendment (2003) which created separate commissions for SCs and STs.
