The President of India
- The President is the nominal head of the Indian state and the constitutional head of the executive.
- Elected indirectly by an Electoral College consisting of elected members of both Houses of Parliament and State Legislative Assemblies, including Delhi and Puducherry.
- Must be a citizen of India, at least 35 years old, and qualified to be elected as a Member of the Lok Sabha.
Powers and Functions of the President
- Executive Powers: Appoints Prime Minister, Council of Ministers, Governors, Judges, CEC, UPSC members, etc., on the advice of the Council of Ministers.
- Legislative Powers: Can summon, prorogue, and dissolve Lok Sabha; addresses Parliament; can nominate 12 members to Rajya Sabha; gives assent to bills; issues ordinances when Parliament is not in sessi
- Financial Powers: Budget is presented in Parliament in the President’s name; Money Bills require prior permission; appoints Finance Commission.
The Vice-President of India
- Second highest constitutional post in India.
- Ex-officio Chairman of the Rajya Sabha.
- Elected by members of both Houses of Parliament (not by public or state assemblies).
The Prime Minister and Council of Ministers
- Prime Minister is the real executive head and leader of the Council of Ministers.
- Appointed by the President — usually the leader of the majority party in Lok Sabha.
- If no majority, President can appoint someone who can form a coalition.
