  • Second highest constitutional post in India.
  • Ex-officio Chairman of the Rajya Sabha.
  • Elected by members of both Houses of Parliament (not by public or state assemblies).

The Prime Minister and Council of Ministers

  • Prime Minister is the real executive head and leader of the Council of Ministers.
  • Appointed by the President — usually the leader of the majority party in Lok Sabha.
  • If no majority, President can appoint someone who can form a coalition.
