1. Structure of State Legislatures

  • India has 28 States and eight Union Territories.
  • Each State has its own Legislature.
  • A Legislature with one House is called a unicameral legislature.

2. Creation and Abolition of Legislative Councils

  • A Legislative Council can be created or abolished by a resolution of the State Legislative Assembly.
  • The resolution must be passed by a majority of the total membership of the Assembly and by at least two-thirds of the members present and voting.
  • After that, an Act of Parliament is needed.

  • There shall be a Governor for each State.
  • The same person can be appointed Governor for two or more States.
  • The Governor is the constitutional head of the State.

  • The Legislative Assembly of each State consists of not more than 500 and not less than 60 members.
  • Members are chosen by direct election through universal adult franchise and secret ballot.
  • MLA candidates must be citizens of India.
