2. Panchayati Raj System: Rural Local Government

  • The Panchayati Raj System is the rural local government of India.
  • It has constitutional support through the Directive Principles of State Policy.
  • The Constitution directs the State to organize Village Panchayats and give them powers as units of local self-government.

3. Gram Sabha and Gram Panchayat

  • Gram Sabha consists of all adults, that is, voters above 18 years, in the Gram Panchayat area.
  • At least two Gram Sabha meetings are held every year.
  • In the first meeting, the Gram Sabha considers the budget of the Gram Panchayat.

4. Panchayat Samiti and Zila Parishad

  • Panchayat Samiti is the middle tier of Panchayati Raj.
  • It works at the block level and coordinates all Panchayats in a block.
  • Its members include Sarpanches, MPs, MLAs, MLCs of the block, directly elected members, elected members of Zila Parishad from the block, and some officers.
